Cardholder Terms & Conditions Disclaimer!

The Terms and Conditions under this Agreement referred to hereinafter as (the "Agreement") are for the C3 Card issued by CBI (BANK). It is a prepaid MasterCard card, which allows you to deposit funds into an electronic account associated with this card.

This is NOT A CREDIT CARD and has no credit limit. You may make purchases at any merchant accepting MasterCard or cash withdrawals at any ATM machine displaying MasterCard. However, you may only make purchases or withdrawals up to the total amount on deposit in your card account.

C3 Card Cardholder Terms and Conditions The C3 Payroll card branded MasterCard is offered under license from MasterCard International, BANK and is subject to all the terms and conditions you will receive with your card. Use of your card indicates acceptance on your part of all specified terms and conditions.

  1. Terms & Conditions for the C3 Payroll card (C3 card)
    By accepting and using your C3 Payroll card branded Prepaid card, you agree to be bound by these terms and conditions. In this Agreement, "Debit Card or Prepaid Card" means all cards issued by C3 Card sponsored by BANK, where your account is designated. "BANK" is Commercial Bank International, branded & licensed to issue prepaid cards by MasterCard, which will feature the C3 logo and/or another authorised sponsor. "You" and "Your" mean the customer and program participant to whom BANK issue a Debit Card. "We", "Us", and "Our" means C3 Card, which sponsors the Prepaid Card.

  2. Definitions
    The C3 card Prepaid MasterCard is a proprietary form of debit card.
    Your Passcode or PIN code is the control code that will be provided to you upon activating your C3 card.
    Agents, Agent or C3 card Agent means any institution assigned by BANK to offer C3 card to end customer.

  3. Using Your C3 card
    A. You may be able to use your C3 card to:
    1. Pay for purchases at merchants which have agreed to accept the MasterCard ("point-of-sale transactions").
    2. Withdraw cash at MasterCard automated teller machines (ATM).
    3. Access our Customer and Internet banking services.

    B. You may not transfer the cash balance to another bank or card product except through our Internet banking services, when available at the discretion of C3. and such transfers shall be subject to all our internet banking terms and conditions.

    C. The Prepaid Card and Personal Identification Number (PIN) are provided for your use and protection, and you will:
    1. not disclose the PIN nor record it on the Prepaid Card or otherwise make it available to anyone else.
    2. use the Prepaid Card, the PIN and any ATM and Debit Terminal as instructed.
    3. promptly notify us of any loss or theft of the Prepaid Card or PIN.
    4 be liable for the Prepaid Card and the PIN and for their authorized use, as described in the "Loss, Theft or Unauthorized Use" section.

    D. Your card may not be used for illegal transactions or to buy illegal goods or services.

  4. Payment
    Each time you use your C3 card prepaid card, the amount of the transaction will be debited from your account. You are not allowed to exceed your funded balance by any individual or series of purchases. You shall pay us the charges incurred on this account and agree that we may deduct these charges directly from your account. These charges may be for services that you request that are not included in this disclosure or the schedule of Applicable Fees contained herein.

  5. Use of Customer Services
    A. You may obtain account balances.
    B. You may review recent account activity.

  6. Service Charges
    There may be a service charge for certain transactions. A charge will be assessed to you if we issue a new prepaid Card when your card is lost or stolen. This charge will be immediately debited to your account. Additional Fees for the use of the card may be charged to you by banks and other processors and debited to your card account.

  7. Verification of Transactions
    A. You will not receive a printed statement, however you may access each of your transactions through the ATM balance inquiry or Internet banking service.

    B. A printed statement will be furnished upon request for an additional fee, which will be debited immediately to your account.

  8. Failure to Complete Transactions
    A BANK/C3 accept no liability to complete funding that has not been supplied by you or your sponsoring company according to the rules of the program.

    B Likewise, BANK / C3 accept no responsibility for funding delays as result of late receipt of funding payments by you or your sponsoring company.

    C. BANK/C3 is not responsible if you do not have enough money in your account to complete a particular transaction. You may or may not, however, split your purchases between the C3 card and another credit or debit card or cash. If you are uncertain as to your exact balance, please check in at ATM or through the Internet or call Cardholder Services number on the back of your card to verify your balance prior to attempting to make a purchase.

    D. If you pre-authorise a transaction and then fail to make a purchase of that item as planned, the approval will result in a credit hold for that amount of funds for the next 5 days.

    E Neither BANK/ C3 nor any other bank or business will be liable to you for failure to honor the card.

  9. Disputes
    You shall settle all disputes about purchases you make using the C3 card Prepaid card with the merchant who honored the card. BANK / C3 shall in no way be liable in relation to any purchases you make.

  10. Foreign Transactions
    Foreign currency transactions will be converted to the card's billing currency under the current applicable rules of MasterCard International. Any charges arising as a result of such transactions shall be borne by You.

  11. Returns and Refunds
    If you are entitled to a refund for any reason for goods or services obtained with a Prepaid Debit Card, you agree to accept credits to your account in place of cash.



  12. Amendments or Cancellation
    A. BANK/ C3 may at any time change or repeal these terms and conditions. You will be notified of any amendment via our Internet banking services.

    B. BANK/ C3 may cancel or suspend this Agreement at any time. The C3 card remains property of BANK/C3. BANK/ C3 may cancel your right to use the Card at any time. You may cancel this Agreement by returning the card to C3 Card.

  13. Other Terms
    A. Your Prepaid Card and your obligations under this Agreement may not be assigned or transferred in anyway to any other party. C3 shall have the right at any time to transfer and assign their rights under this Agreement to any other party as they deem fit.

    B. Use of your Prepaid Card is subject to all applicable rules and customs of any clearing-house or other association involved in transactions.

    C. Any delay or failure on the part of BANK/C3 to practice their rights shall in no way amount to or be deemed as a waiver or giving up of such right by BANK/C3, nor shall it prejudice any of its other rights under this Agreement.

    D. If any term of this Agreement is found by a court to be illegal or not enforceable, all other terms will still be in effect.

  14. Consumer Liability
    If you believe your Card has been lost or stolen or that someone has transferred or may transfer money from your account without your permission, call Customer Service at the number on the back of your Card, which is accessible 24 hours a day, 7 days a week. If you fail to notify C3 promptly, you could lose all of the money on your account. If your Card has been lost or stolen, C3 will deactivate it to keep your losses down. In any transaction where a PIN is required, use of your PIN will authorise such transaction and you will be liable for any transaction made with your PIN. You are responsible for all uses of your card including those in which a PIN number or Passcode may not be required. Additionally, you are responsible for all transactions made through the use of your Passcode.



  15. The following Notice Contains Information About Your Right to Dispute Errors.
    A. In case of errors or questions about your electronic transactions, call the Customer Service number on the back of your card or write to Cardholder Services, P.O. Box 16868 if you find that your statement or receipt is wrong or if you need more information about a transaction listed on the statement or receipt. Or, use the Internet service details which will be enclosed with your Card. You must inform C3 no later than 15 days after the transaction occurred.

    B. The following information must be contained in that notice:
    1. Your name, account/card number and ID Number.
    2. Describe the error or the transaction you are unsure about and explain as clearly as you can why you believe it is an error or why you need more information.
    3. Tell C3 the amount of the suspected error.

    C. If you tell C3 orally, C3 require that you send your complaint or question in writing within 10 business days.

    D. C3 will tell you the results of our investigation within 10 business days (20 business days for transactions from an account made within 30 days after the first deposit to the account was made) after BANK hear from you and correct any error promptly. If C3 need more time, however, they may take up to 45 days (or 90 days for international transactions, if a point of sale transaction was involved, or if the transaction was from an account and the transaction occurred within 30 days after the first deposit to the account was made) to investigate your complaint or question. If C3 decide to do this, they will re-credit your account within 10 business days (or 20 business days, if applicable) for the amount you think is in error, so that you will have the use of the money during the time it takes us to complete the investigation. Since C3 ask you to put your complaint or question in writing, if they do not receive written confirmation of your oral notice within 10 business days, they will not re-credit your account.

    E. If C3 decide there was no error, they will send you a written explanation within three (3) business days, after they finish the investigation.
